...except it's worst than that, if the article in the Washington Post on Sunday is any indication. A "reasonable suspicion" standard would lead to the expectation that something like a quarter or more of the snoopings would lead to parties worthy of deeper investigation. The actual results would appear to be shy of that by an order of magnitude or three.

The spying program is nothing less than a trawling operation without even the dubious benefit of a fish-finder.
