Nah, they don't actually want slaves, they just want a labour force that doesn't actually own anything for themselves. That way, the owning class doesn't have to take care of the renting class, and they aren't caught up in noblesse oblige; flinging their castoffs out into the void so the peasantry can fight over it is good enough.
