Feld's Hand Grenade Theory of Public Policy:

  1. Do not threaten to use a hand grenade unless you are prepared to pull the pin.
  2. Know in advance what will make you pull the pin, and communicate that clearly. Deterents do not work if people do not know about them. No one learns a lesson for the future if people cannot establish a pattern.
  3. If you pull the pin, the hand grenade better go off, even if you are still holding it. It is much better to be known as someone who is willing to blow his own hand off to prove a point than to be known as someone whose hand grenades are duds.
[Note: Discussion and further explanation of the third part in a comment worth reading before rehashing.]

This is just plain good parenting too.

And a correllary I often preach against what alot of people call passive aggression and abuse:

Punishment just hurts and may or may not work the way you want it to. Good Discipline, on the other hand TEACHES. So ask yourself this question: are you out to hurt the wrongdoer, or teach them?
