I don't see it, especially juxtaposed with the NCOD. From the same binary school of thought that condemns being "lukewarm" about issues. Indifference is vastly preferable to hatred, and "tepid" is the temperature of life. I suppose Shaw, if this be an accurate quotation, in the end is still just a privileged white man in the comfortable lap of an emotionally-restrained culture, and this limits the clarity of his perception. At worst, it's a naked excuse for hatred. (Of course perhaps in context the line is uttered by someone who is balanced by someone representing another point of view; I will allow Shaw might have been wiser than this excerpt makes him seem)
