There's an easy and inevitable answer. Just charge for each email sent. There will always be ways to send messages for free. But having an official government (or Microsoft) email system gives a guaranteed level of service and accountability. One of the positive effects is that junk mail doesn't increase to the point where the whole system is largely non-functional, as is the case today with email for professional, or important communication.
It's a solved problem.
