Typical new CPUs were up over 3 GHz several years ago, then dropped down to 2 or so when they started going multi-core.
Usually when I have terrible slowdowns due to web pages, it's because they've used up too much memory and the machine is swapping. I think typical user behavior these days assumes at least half a gig of RAM. (2 GB was cheap last I checked.)
