If the FBI had more creativity, better recruiting, better infrastructure, etc. it would be a more effective organization.

Hmm. I think it's true as a general axiom (the freedom security zero-sum thing) as I tend to equate them with the principles of Chaos and Order respectively. (Absolute Chaos being perfect freedom and no security, absolute Order vice versa.) In particular cases, there are more variables; one can, for example, lessen the total amount of everything, impoverish the system, so that increasing security decreases freedom more quickly. I think this is what the American government has done.
