I admit that I've never interacted with the W on a personal enough level to have a valid opinion about his intelligence (or lack thereof), so maybe he isn't stupid.
But that's hairsplitting; if he isn't stupid, but continuously _acts_ stupid (and by my standards, that's exactly what he does)... how much difference does it make that his behavior is caused by something other than stupidity?
