Here's the rule (from someone who writes these things as part of her living): 7 minutes (that's about a page and a half) for all shabbat sermons (Better: don't give a sermon, teach and have participation, but if that can't be arranged...).
For high holidays: for each seven minutes, you must include at least one story (i.e. something that has characters, a beginning an ending and a point related to the sermon itself). If you go over 28 minutes total, you're not being nice, and you're probably not a good speaker, either.
