These days, gravity is actually allocated by the UN, from contributions by member national states. Which explains why a lot of neo-cons are unhappy with the US membership in the UN; they feel that the US is giving up way too much gravity for what it is getting back. They would prefer to return to the days of gravity imperialism, where each nation grabbed as much gravity as it could from around the world.
