Mine's an Accucheck compact plus, and you use little drums in it, and need a teeny amount of blood, it also keeps a digital record of previous results and you can get it to give you averages and stuff, I assume its accurate, its definitly idiot-proof. And I really should get back into teh habit of using it more often, come to think... As for expiry, I tend to assume when they say they expire they mean it, though unless one is using the test results to work out how much insulin to inject or whatever I guess a little fluctuation isn't too bad? I presume you have to pay for the strips etc, they're free on the NHS for me, thankfully.
