I believe that I may recognize the roadcut that's causing you consternation. Does it look like this: http://www.gigapan.org/gigapans/24003/ ? If so, what you're seeing in those inclined strata on the top right of the roadcut is a channel deposit - sedimentary strata that eroded down into the underlying flat rocks and then were deposited at an angle along the edges of a U-shaped channel (only you're seeing just the edge of that channel).
Not certain that's the exact same one, but probably. (I remembered it slightly differently, but it was a fleeting glimpse a week ago, so the odds of my having recalled it wrong are significant. If there aren't any other roadcuts that could match in that area of I-79, then it must be the one I saw. The map attatched to the GigaPan puts it in roughly the right place.) Definitely that effect anyhow.
