I have to disagree. This is an acknowledgment that the speaker realizes some people will take what is being said as racist. Now, whether the person is being honest or not is another story....

"Take what is being said as racist" carries the unvoiced postulate that racism is a matter of people choosing to take offense rather than a matter of people choosing to perpetuate bigotry based on ethnicity.
