The word we want, here, is "support structures". Refugees get here only with support structures, for structures which we should be very grateful-- they are a bulwark of decency in this country.
On the other hand, illegal immigrants are so popular with unethical employers and slum landlords specifically because they have no support structure that can help them out of trouble. Therefore they are at the mercy of such employers and landlords, and thus profitable.
