Actually, I can see a passive adoption when a new culture moves in, esp. an adoption of new designs by local choice:
"Yo, Atek uses a VF 116 and it holds up better than our TVC 1-5, so I just started using theirs."
"Yeah, them TVCs are crap anyway. Hey, you think we can get a gross of 'em wholesale?"
It happens all the time, so why not back then?

Oh, that makes lots of sense. I think, though, that culture is not the same as lineage -- the same people can change their culture, as you just described.
