Not sure about naming the illogic. However, the best refutation I've seen of it comes from James Macdonald, EMT and emergency preparedness guy, over at Making Light:
The whole point of emergency preparedness is to wake up the next morning and say, "No big deal."
For me, I'd far rather be overprepared and underwhelmed than the reverse.
