I want to say yes and no becuase there are so many legal entaglements involved. I'd appreciate knowing if this person was transgendered.

Wikipedia says he's a trans man in the UK. Past president of WPATH, current professor of Equalities Law in the School of Law at Manchester Metropolitan University.

sounds like a problem needs to be addressed with updated legislation, rather than forcing Trans people to confirm to current laws.
