Why? Because the most heavily armed military in the world did not want accidental shootings. If a situation arose, I would have to eject my ammo clip, remove the tape, and reinsert and work the action before I could fire.

Not to be pedantic--okay, to be pedantic--1911s use magazines, not clips, as do many M-16s.

To be serious, almost every "accidental" shooting is in fact "negligent". Taping over a mash is abdicating responsibility for following safe handling rules
