Exactly. The entire reason they still "own the rights" is that they're influential enough to get Congress to keep changing the definition of how long that ownership lasts.

At this point, I'd much rather Congress passed a law giving Disney ownership of Mickey and a few friends in perpetuity than continuing to distort copyright law for everything else in order to accomplish the same thing. (Unfortunately for that solution, while the ludicrous extensions are frequently blamed on Disney, I doubt they're the only ones pushing for them at this point.)
