If uteruses were regulated like guns, I would have found a buy-back program by now.

As often happens, the two forms of regulation don't actually match up.
Moore is talking about this kind of zeitgeist we live in, and the comment you linked to is facile and off the point.

No, in the case of the comment you linked to, only if you obtained your uterus from a reputable dealer in his or her fixed-place establishment would you be required to have a background check. 40% of the time you could pick one up from a dealer or just a random person by visiting a uterus exchange point.
