"I don't accept [that security and freedom are a zero-sum equation], even though some in law enforcement appear to believe it. The system is too complex to have only one axis of control. If the FBI had more creativity, better recruiting, better infrastructure, etc. it would be a more effective organization.
"Of course, that's always true; any organization could do better. The point is that the burden of proof should be on those who claim that the only way to improve security is to trample the Constitution. To my mind, they have yet to even make an argument for that."
