Yes, this is very important. Too many people think "I'm sorry" is sufficient grounds for forgiving and forgetting, completely skipping over the repentance-and-making-of-amends part. Some of them are the same people who, when on the other side, say "you break it, you've bought it". In some cases it might be a "consequences are for other people" attitude, but I think most of them are just oblivious.
