I get the impression that it's sort of both: it must be a lot less stressful to be in that position, so yes, nice to have that luxury; but the sarcasm is for how unaware so many folks giving such opinions on television and in print are, regarding just how much much more the subject matters in real and immediate terms to the folks living it.
It's not that cis people can't have opinions about trans issues, but sometimes one definitely gets the impression that someone is treating other folks' safety and well-being as a zero-stakes intellectual exercise.
