That doesn't seem bizarre to me, but perhaps it's because I know that something people say in Japanese when they are invited to enter someone's home is "excuse me for disturbing you."
Still, I suppose the world might be a better place if people didn't greet each other with apologies, especially if they feel actual guilt over the thing they're apologizing for.
