George Lakoff pointed out that cutting taxes is a really efficient policy goal for conservatives. First, it gives them more money to spend on their own projects. Second, it eliminates or limits progressive policies that they don't like. They don't need to go after policies one-by-one, they can just disable them by reducing government funding. Progressives, on the other hand, have to work to enact each particular policy.
