Hubris implies some awareness of context - imagining you are better than others or above consequences. I think this is much more utter obliviousness to the fact that these were felonies they were arranging; I think they believed it needed to be secret because if people knew, the plan wouldn't work.

They thought it was a business deal - something you don't tell people about until it's done. There was maybe some vague sense that someone might think part of it was wrong, but no actual understanding that these were crimes.

... At least, on the part of the president, and other people were just following his lead.

POTUS45 is the epitome of "never attribute to malice what can be explained by stupidity."

Not that he doesn't have malice, but everything we know about him says that he's lazy, selfish, and dim, not a master schemer.
