Doug Ford, brother of Toronto's crack-smoking former mayor, apparently holds a grudge from when he was on the Toronto city council and wasn't defered to like he thought he deserved, or something (I'm a bit fuzzy on that part). Having since become Premier of Ontario, he decided Toronto should have half as many members on its city council ... right in the midde of an election for same. A court slapped him down on constitutional grounds, but he bounced back up again, invoking a "can ignore the constitution if it's an eergency" clause. It's an absolute mess.
