Ayup. Sexual aggressive crime of all sorts typically works this way. I find particularly illuminating some awful stories out of the BDSM scene of het male doms who were well plugged in to the community (in one case I am thinking of, a respected kink educator), who were largely surrounded by a sizable population of women whose response to the proposition of being sexually brutalized and demeaned by just about any imaginable way (including stupidly unsafe ways!) was "oh hell yes let me clear my schedule" and trusted and respected these doms, and, nevertheless these doms turned out to be raping people. In one notorious case participating in a stranger abduction rape; in another (the educator) raping by ruphying otherwise volunteer partners. In the face of an abundant supply of willing "victims" of just about any violent sexual act imaginable, they actively pursued unwilling victims in addition or instead.

Yeah, it's the lack of consent that is the point.
