Unless your full quote spends a whole lot more time talking about how Canadians are identical to those in the United States (and I'd imagine many Canadians would take exception to such an idea) then the poster is full of it.
"England and Scotland arae two different countries" for the purpose above it would be like comparing Maryland and Virginia. Same health care system, same school philosophies, similar culture, and a whole lot of cross border movement.
