Call it in as a stolen police cruiser (obviously, real police officers wouldn't drive like that!). The reaction to reports like this makes it really tough to sweep under the rug. The drawback is that the area will soon be swarming with really excited cops, so choose your moment well. And you might want to stay anonymous, as the cop you finger won't appreciate it.
