The reprogramming camps have been around for about 13 years or so. They started off kidnapping kids (with their parent's permission and payment) and hauling them out to the desert. They moved offshore after one of their victims broke her arm and sued them -- which got Arizona's state law enforcement looking very closely at them.
Last I read about them, they were being investigated in some of those off-shore countries, but I'm sure they'll just go further underground.
I think perhaps the time's come for general awareness raising, and perhaps legislation construing sending one's kid to such things as per se child abuse.
