It's one of those YMMV questions. My microwave is the absolute minimum -- no power adjustments, just time.
The one thing I do not vary is the container: I have one of those one cup capacity cheese crocks. striped of lid and bail (the metal stuff comes off easily). I think it retains the heat a bit better. I don't cover it. You can buy semi-glazed terra cotta to bake garlic in the oven in, but they use a cover. Then again, it is the oven, dry heat, not the micorwave.
If it starts to smell socrched, get it out of there.
I tried at one point adding water and at another oil, but with no good results.
