What an asshole! I'm glad you're not badly hurt, and I hope you extract full compensation from his insurance company.
As for doing shit like this with kids in the car, that really doesn't seem to faze asshole drivers. I was once run down -- as a pedestrian, in a crosswalk, with a green light and a "walk" signal, having checked for oncoming traffic -- by an asshole who sped through a red light with two kids in the car. I'm lucky I got away with just a broken leg. I took the claim straight to the driver's insurance company and we settled. I suspect that said driver is no longer insured with that company, this being the driver's second accident in six weeks. And the driver tried to evade responsibility by not reporting the accident -- stupid when you know there was an injury!
