Seems to make sense in a place where there isn't enough water for all the nappies that'd have to be washed if people didn't go for disposables.
I'm not sure a specific tax is best, though. I'll pay to have the squiggly pink thing at the next table and the older person a couple seats ahead of me dry and comfy. The options are ugly. Diapers are expensive as it is. Just set up the recycling program. It should be there already. Just one thing-- How much water does it take to recycle a diaper? Then there's the concept of a house built on a landfill of disposable diapers. TLI.
