Yes, just as the ammendment that instituted Prohibition also restricted personal behavior. Of course, that one was repealed many years later but with some difficulty...

*nod* I keep reading the quote as saying "for the first time", thinking, "That's not quite right," then rereading it and re-realizing that it implies that but doesn't actuially say it.

Others have pointed out that Prohibition applied to everyone, rather than restricting one group differently from another.
