That particular statement seems to have been painted over, re-graffitoed, and been painted over again. As of noon today, it was a light grey through which the words "read Chomsky" were barely visible.

Interesting, I will note that, unlike the Forest Glen train bridge ("surrender Dorothy"), there are many welcome to DC signs just opposite Maryland and Virginia :)
