Suck. Do you have uninsured motorist coverage? because that's exactly what this sort of thing is made for--damage done to your vehicle in a hit-and-run accident.
Good on you for reporting it to the cops; maybe they'll get lucky, and notice the accident damage if they pull the guy over for doing something else stupid. (People like that have a habit of getting nailed by the cops.)
I have a hard time believing that reporting the accident could hike your rates, because generally in hit-run accidents the party who didn't stop the party who didn't stop is found at-fault.
