Well, I don't have any specific stories that I care to share here, but I definitely agree with you. Some police actually care about their jobs, but most of them are either corrupt and lazy, and enforcement of the law is spotty at best.
I've sometimes had the advantage of the spotty enforcement being in my favor, but more often, I've felt shafted and picked on.
I don't know how to make it better, but somebody should definitely make it better somehow.
