Part of what I'm up against is that it's hard for me to learn principles or even background info without applying it a few times.

Frex, so far as html links are concerned, there was some text about anchors that blew right past me. After I'd typed <a href=" a number of times, it registered that a was the anchor and href was saying "watch out, here comes the address, and you'll know you've hit the end of the address at the second pair of quotes". IIRC, there are other sorts of anchors, and I could probably do a better job of understanding them now that I've been using one.

I think I overstated my case--I can understand general principles--I understand your points about electronic voting, and have for a while--but when it comes to something with enough detail for me to actually take action, I'm better off if I can do an examplar a few times.
