I was listening to the Green party candidate for Head of the Baltimore City Council. She had talking points that I liked. She said that right now most of the council is acting as a rubber stamp for the mayor's pet projects and that most of the stuff that actually is paid attention to has to do with allocation and use of land. I recommend you check her out. I heard her speak on the Mark Steiner show so the interview may be up on the WYPR site.
