That argument for uniformity only makes sense to me if the idea is that places use similar but not identical systems so that it's easier to compare them than it would be if they were identical. I have no idea if I'm being too charitable to the argument.
Imho, part of what's going wrong is that places *aren't* learning from each other, or at least I haven't heard about anywhere that makes a practice of studying other place's voting systems to see what looks good.
