One thing that's interesting about bill that they rescinded was that it was one that the Republicans put up to make trouble for the speaker of the house in (I think) 1993 who was a Democrat.
Actually, it was mainly directed at Dan Rostenkowski, then-chairman of the House Ways and Means committee. They were able to get it through even though they were in the minority because there were enough Democrats who cared more about ethics and good government than just blindly supporting their party members, a situation which appears unlikely ever to occur with today's Republicans.
