Yes a answer... but you may not like what that answer is. By acting one can sometimes alter the final results into a more acceptable answer... sometimes not always.

If enough money is involved, market pressure will find the most expensive answer. (Look what Accenture did to the social benefits software here in Ontario. Goodness, Glenn, you could have designed a better system for 1/10 of the cost and 1/3 the time, and still made out like a high-heeled bandit.)
