what opinion he has of his fellow subjects, when he rides armed; of his fellow Citizens, when he locks his doors; and of his children, and servants, when he locks his chests.

Either he knows them too well or he knows that though most people would not disturb his house or person, there's always some who will most gleefully molest both.
