Could have something to do with memory interleaving. Sometimes two 16 bit pieces are addressed as one 32 bit (or some such technical nonsense) piece with some sort of alternating addressing scheme so as if only 1 piece is inserted then only 1/2 of it's physical capacity is addressable.
