If your car doesn't have an airbag you can buy steering wheel spacers which got between the column and the wheel to move it further back. I'm sure something must be available also for airbag equipped vehicles, but have never bothered to look into it because I've never owned a car with one. Also as far as the seat track go, you could probably get away with a few simple spacers cut from flat bar stock steel, nothing that couldn't be made in an afternoon with a hacksaw and a hand drill...
