When neighbours play their stereo loud enough to be heard more than a block away, and intrusive for half that distance, can I sic ASCAP on them to collect public-performance royalties?

That would be an interesting tack to take... I take it public noise ordinances don't work/don't exist? (I had that problem back in PA)

If the cops come, they turn it down for a little while then crank it up again. If the cops come again, oh well. Or if they stop for the night, they'll just start again a day or two later. And in the middle of the day I'm not sure whether the cops would do anything. But if they get a bill in the mail instead of a polite talking to by the police ...

Of course, I'd have to convince ASCAP it was a) worth their time and b) worth the probable PR fallout.

I misread the original acronym as "ASPCA" - but hey, that might work too. At least as well at the B'more police.)

I was in Baltimore today. There was a parade. There were stacks of speakers on back of a semi, with a generator powering them. It went up Utaw street.

Maybe you heard that. Maybe it was something else.

Nah, I'm a long way from Eutaw Street, and this was a stationary source. On my block. Also stationary were the parked car a block and a half away on Fulton Avenue several days ago that was loud enough to interfere with my watching television, and the backyard party in the middle of the block across from me that I called the police on three times in one evening.

(And yes, some guy was sitting in his parked car for a couple hours straight booming his stereo that loud, apparently unaware that it carried more than a short distance based on the startled and slightly confused look he gave me when I asked him to turn it down.)

Forget ASCAP. Turn the RIAA on them; they LOVE suing people, and they don't care about PR in the slightest.
