I got the impression that the test author interpreted a "disagree" as agreement with the opposite position (and intended respondents to do so as well), instead of possibly meaning, "not as described," "not in the absolute terms as phrased," "I don't agree with either extreme," "not that but not the implied opposite either -- something else," or, "on this issue that's the wrong question."
