I believe the sentiment was meant to express "those who are like him", ie, it seems to presuppose that reading Dickens will automatically produce an emotional connection with the characters in Dickens' stories, and therefore, and by extension with the underpriveleged in society, who after all, are the main characters in many of Dickes' stories.
