It does seem as though somebody would be trying to leverage this issue to make obtaining ID cheaper and easier, yes. Though I guess there are multiple aspects of that to address, like transportation to offices folks would need to visit, what documentation is required and where/how to get it, etc., in order to fix it from that side? And I have a nagging feeling that there a whole 'nuther dimension to the "ID or everyone" idea I'm overlooking.

Here we have a small investment which might mean that some poor people will need less help. Can't have that.
Alternatively (and still pretty bitter), easier access to ID means more panic about security risks.
